Joint Meeting of the ECCPC and THEC

The Sixth Joint Meeting

The ECCPC and the THEC held their sixth joint meeting on September 17, 2015 in Hong Kong to review the achievements and progress made through this co-operative platform in the past year. The Councils also agreed to explore five new co-operation areas, namely wetland conservation, trade in endangered species of wild fauna and flora, intellectual property rights, urban renewal and promotion of water conservation.

Accreditation bodies in the two places signed the Memorandum of Understanding on Cooperation in Accreditation Technologies, thereby launching co-operation related to areas including information sharing, research in new areas, technical support and personnel training. In addition, the Hong Kong Airport Authority and the Taoyuan Airport Corporation signed a memorandum of understanding to enhance exchanges between the two airports.

The Fifth Joint Meeting

The ECCPC and the THEC held their fifth joint meeting on December 16, 2014 in Taipei to review the Councils’ co-operation achievements in the past year on various fronts including economic, trade and investment, culture, tourism as well as technology. The Councils also agreed to explore three new co-operation areas, namely co-operation and exchanges in meteorological services, combating landslides and combating floods.

The tourism promotion organisations on both sides signed an agreement to launch the Asia Cruise Fund. Deposit protection agencies on both sides also signed a memorandum of understanding to enhance information sharing and co-operation in dealing with cross-region deposit matters. In addition, the Hong Kong Science and Technology Parks Corporation and Industrial Technology Research Institute in Taiwan signed a co-operation agreement to create a platform for matching investors and business partners for high-tech enterprises in the two places, thus encouraging start-ups. On cultural exchanges, the leading Chinese orchestras of the two places signed a co-operation agreement to enhance artistic exchange and resource sharing.

The Fourth Joint Meeting

The ECCPC and the THEC held their fourth joint meeting in Hong Kong on September 27, 2013, to review the Councils’ achievements in the past year in various co-operation areas on the economic and trade, cultural, tourism, social livelihood, city management and law enforcement exchanges fronts.

The export credit insurance organisations of both places signed a memorandum of co-operation to assist Hong Kong and Taiwan businesses in enhancing their risk management and expanding the external trade of both places. On education exchanges, the organisations for the accreditation of academic qualifications in Hong Kong and Taiwan signed a memorandum of co-operation to strengthen mutual understanding, and to enhance the development of review and accreditation systems for higher education in both places.

The Third Joint Meeting

The two Councils had their third joint meeting on September 25, 2012 in Taipei to review the fruitful achievements over various co-operation areas in the past year, and have agreed to take forward four new co-operation areas including exchanges on environmental protection, heritage conservation, co-operation on testing and certification industries and notification on unsafe consumer products, as well as exchanges between the investment promotion agencies of both sides.

In particular, the two Councils signed an air services arrangement, which increased the flight frequency, number of destinations, and passenger and cargo capacities between Hong Kong and Taiwan.

The Second Joint Meeting

On August 10, 2011, the ECCPC and THEC held their second joint meeting in Hong Kong. Both sides continued to pursue the various priority co-operation areas and agreed to push ahead six new priority co-operation initiatives including education co-operation and exchanges, legal co-operation in civil and commercial matters, co-operation in insurance supervision and regulation, exchanges between law enforcement officers, deepen co-operation on creative industries, as well as trade facilitation.

It was mentioned at the meeting that the financial regulatory authorities on both sides had achieved good progress in the negotiation of a Memorandum of Understanding on banking regulatory co-operation. The document was signed subsequently, further strengthening the close co-operation relationship already established between the financial regulatory authorities in Hong Kong and Taiwan.

The First Joint Meeting

On August 30, 2010, Mr John C Tsang, in his capacity as then Honorary Chairperson of the ECCPC, led a delegation of all ECCPC members to Taipei to convene the first joint meeting with THEC. This is an important milestone in the formalisation of the communication and liaison mechanism between Hong Kong and Taiwan. The ECCPC and THEC actively communicated under the principle of mutual benefit and collaboration, studied and discussed practical matters of concern to Hong Kong and Taiwan and reached consensus on promoting future co-operation and exchanges between Hong Kong and Taiwan on areas including trade and economic, financial services, tourism, air transport, public health and food safety.
